MNREGA: Govt nods release of Rs 103 Cr for material liability
The Jammu and Kashmir government has sanctioned the release of Rs.102.32 Cr for material liability under the Mahatma Gandhi National Rural Employment Guarantee Act 2005 or MNREGA for the year 2021-2022 and 2022-2023.
Out of the amount sanctioned, Rs.8.18 Cr has been released for Anantnag, Rs.6.15 Cr for Budgam, Rs.1.56 Cr for Bandipora, Rs.1.35 Cr for Baramulla, Rs.18.08 Cr for Doda, Rs.0.64 Cr for Ganderbal, Rs.2.5o Cr for Jammu, Rs.1.32 Cr for Kathua, Rs.7.36 Cr for Kishtwar, Rs.3.9 Cr for Kulgam, Rs.8.14 Cr for Kupwara, Rs.6.16 Cr for Pulwama, Rs.8.01 Cr for Poonch, Rs.10.09 Cr for Rajouri, Rs.2.50 Cr for Ramban, Rs.2.19 Cr for Reasi, Rs.0.74 Cr for Samba, Rs.9.93 Cr for Shopian, Rs.0.01 Cr for Srinagar and Rs.3.51 Cr for Udhampur.

“Sanction is hereby accorded to the release of funds amounting to Rs.102.32 Crore (Rupees One Hundred Two Crores and Thirty-Two Lacs Only) available in State Employment Guarantee Fund (SEGF) account/SNA account No. 0110040100019150 for further utilization by districts against material liability for 2021-22 and 2022-23”, reads the order issued by Mandeep Kaur, Commissioner/Secretary to the Government, Rural Development Department.
As per the order, the funds shall be utilized after observing all codal formalities. The Implementing Agencies shall be fully responsible for the execution of works in accordance with procedures and rules of MGNREGA guidelines and as per the approved Action Plan.
The funds released shall not be available for re-appropriation/diversion at any level without the prior approval of the Administrative Department. The Implementing Agencies shall ensure that there is no duplicity in the works with other schemes.
The expenditure shall be restricted strictly within the release/authorization and in no case, the excess expenditure shall be incurred. Prescribed Labour: Material ratio shall be strictly maintained i.e 60:40.
All the due records (viz work file) shall be maintained properly before payment as envisaged under MGNREGA. All these Districts shall furnish the utilization certificate to the administrative department of above said release accordingly. Compliance with circular instructions issued vide Circular No.03-RD&PR of 2021 dated 02-03-2021. Any violations to the above direction shall invite warranted action against the erring officers.
