J&K Cabinet approves Jan Vishwas, Water Resources bills; 36 JKAS officers promoted
Srinagar, KNT: The Jammu and Kashmir Cabinet on Wednesday approved a series of legislative and administrative measures, including bills proposing decriminalization of 21 minor offences, regulation of water resources and a new framework for residential land leases.
The Cabinet, which met under the chairmanship of Chief Minister Omar Abdullah, approved the Jammu and Kashmir Jan Vishwas Third Amendment of Provisions Bill, 2026, aimed at decriminalizing 21 minor offences and replacing specified criminal penalties with monetary penalties.
The Cabinet also approved the Jammu and Kashmir Water Resources and Management Regulation Bill, 2026, proposing a statutory framework for regulation and management of water resources. The proposed legislation also addresses proprietary rights relating to certain khuds where the prescribed conditions concerning water flow are met.
Another measure approved by the Cabinet was the Jammu and Kashmir Residential Land Lease Rules, 2026, providing a framework for residential land leases.
The Cabinet also cleared the promotion of 36 officers of the Jammu and Kashmir Administrative Service across three scales.
The measures form part of a series of legislative and administrative changes being undertaken by the Union Territory government during the ongoing Assembly session. [KNT]
