J&K Admn issues new guidelines; night curfew to continue, timings based upon positivity rate
Jammu and Kashmir administration on Sunday evening issued fresh guidelines after a detailed review of the current Covid-19 situation in Union Territory.
As per the fresh guidelines, the night curfew shall continue to remain in force in all districts from 9 pm to 6 am but for those districts with positivity rate below 0.2 and weekly case load below 250 where it would be from 11 pm to 6 am.
However, all Deputy Commissioners shall intensify testing by making optimum use of available RT-PCR and RAT capacities. There shall be no drop in testing levels
The guidelines said that the maximum number of people permitted to attend any indoor/outdoor gathering shall be strictly restricted to 25. In Banquet Halls in Districts with positivity rate below 0.2 and weekly case load below 250, gathering shall be permitted up to 25% of the authorized capacity, preferably in open spaces, for vaccinated persons/ persons with verifiable RT-PCR or RAT not older than 72 hours.
Cinema halls and theatres, and multiplexes are also allowed to function with 25% capacity subject to the condition that management will ensure strict compliance of Covid Appropriate Behaviour (CAB).
All District Magistrates and Superintendents of Police shall ensure compliance. iii. Swimming Pools are also allowed to function at 25% capacity subject to condition that management will ensure proper Covid Appropriate Behaviour (CAB), it read.
It further read that there shall be no weekend curfew in any district.
However, offline Board Examination for 12th and 10th classes shall be permitted to be held in staggered manner keeping in view all the Social Distancing Norms and Covid Appropriate Behaviour.
A detailed review of the current Covid-19 situation in Jammu and Kashmir was held by the Chief Secretary, J&K, Dr. Arun Kumar Mehta with the ACS (Finance), ACS (Health and Medical Education), Principal Secretary (Home), Principal Secretary (PWD-R&B), ADG/IGs, Divisional Commissioners, Deputy Commissioners, Superintendents of Police and other officers of Jammu and Kashmir.
The DCs shall keep active track of the positivity rates in their respective jurisdictions.
Strict perimeter control (Micro-Containment Zone) shall be implemented for any unusual spike in Positivity Rate in any given locality/area. This shall be done to ensure no movement of people in or out of these zones, except for medical emergencies and for maintaining supply of essential goods and services.
The Zone shall be confined to either 50 meters or a Single Building. A buffer zone of 150 meters to be put in place between the Micro Containment Zone and the rest of locality.
The guidelines also read that the incoming passengers by Air/Rail/Road to the UT of J&K shall not be required to undergo RT-PCR or Rapid Antigen Covid-19 Test on arrival if they are carrying a valid and verifiable Final Certificate Report of Covid-19 Vaccination, valid and verifiable RT-PCR Covid-19 Negative report taken within 72 hours of arrival time.
Inter State movement of passenger transport of SRTC shall be permitted for fully vaccinated person or persons with verifiable RT-PCR not older than 72 hours or based on RAT on-spot with strict compliance with CAB.
