1 more RRT teacher suspend, 31 terminated since in last 4 months

The Directorate of School Education Kashmir (DSEK) has suspended one more teacher for remaining unauthorized absent from duties.

Further, a junior assistant (Jr.) from Baramulla has been sent a pre-termination notice for remaining unauthorized absent from legitimate duties since 2017. In this regard, two separate orders have been issued by the Director of School Education Kashmir.

As per the order, Abdul Majeed Khan, RRT Teacher-Middle School Shirpora, Baramulla remained un-authorizedly absent from his legitimate duties w.e.f. 03/09/2015;.

The teacher was provided opportunities by the DDO concerned to resume his duties which he failed to avail; and Whereas, the teacher was provided with one more opportunity to be heard by this office on 06/07/2021 through a joint show cause notice wherein the absconding teacher was directed to present himself before this Directorate along with a statement of defence within 07 days from the date of issuance of notice.

The teacher neither presented himself before this Directorate nor responded to these notices, indicating thereby that he is not interested to work in this Department.

Whereas the issue was placed before the Designated Committee in its meeting held on 29/12/2020 and after examining the case the committee took the following decision: “Process for termination of services under Article-128 J&K CSR be initiated against the teacher

“Now, therefore, pursuant to the decision of the committee, Abdul Majeed Khan, RRT Teacher MS Shirpora, Baramulla is hereby removed from the Government service in terms of Article 128 of J&K Civil Services Rules (Volume I) of 1956 and rule 30(vii) of J&KCCA rules 1956”, the order reads.
In another order, Showkat Ahmad Dar Jr. Assistant, ZEO Kunzar Baramulla has been sent a pre-termination notice for remaining un-authorizedly absent from your legitimate duties w.e.f. 18-07-2017

“Showkat Ahmad was charge-sheeted by DSEK which you responded on 29 January 2020 but on its examination, it was found unsatisfactory and unsubstantial; and Whereas, up-authorized absence from duties attracts action as warranted in terms of article 128 of J&K Civil Services Rules (Volume I) of 1956”, the order reads.

“To forward a copy of charge sheet issued to the absconding official by this directorate and its reply to the Enquiry officers are already constituted for the purpose for their comments/recommendations within week time”, it added.

Whereas, pursuant to the decision of the committee charge-sheet was forwarded to Inquiry officers for their comments/recommendations, who furnished their report along with their comments and the issue was again placed before the committee along with the inquiry report and the decision was passed “to process for termination under Rule 128 MK of CSR 1956. Recommendations of Enquiry officer not accepted”, it reads.
“Now, before action under Article 128 of J&K Civil Services Rules (Volume 10 of 1956 is initiated against Showkat for remaining un-authorizedly absent from your legitimate duties w.e.f. 18/07/2017, an opportunity is hereby again provided for hearing you and your statement of defence, which must reach to this Directorate within 7 days after issuance of this notice, failing which it shall be construed that you have nothing to say in this regard and proposed action shall be initiated against you without further notice”, it added.

It is pertinent to mention here that since November last year, over 31 teachers have been terminated by DSEK for remaining un-authorized absent from duties.
