Srinagar top performer in agriculture & allied sectors, Rajouri outshines in Health
Srinagar has been ranked as a top performer district in Agriculture and Allied Sectors, while Rajouri has outshined in Public Health in District Good Governance Index (DGGI) 2.0.
The process of measurement of Good Governance was initiated in the Union Territory of Jammu and Kashmir in the year 2021-22 by J&K-IMPARD under the guidance of the Department of Administrative Reforms and Public Grievance (DARPG), Government of India, in coordination with the Directorate of Economics and Statistics J&K.
The first report of DGGI J&K was released in January 2022. The second was released last month. The main objective behind the process was to assess the performance of governance in all 20 districts of UT of Jammu and Kashmir based on identified sectors and indicators so as to promote healthy competition among the districts.
The composite DGGI 2.0 score of 20 districts was computed at the UT level by aggregating the scores of 10 sectors, i.e, Agriculture & Allied, Industry & Allied, Humane Resource Development, Public Health, Public Infrastructure & Utilities, Social Welfare &Development, Financial Inclusion, Judiciary & Public Safety, Environment, and Citizen Centric Governance.
Under the Index report, in Public health, nine key indicators are measured, looking at the outcomes like Maternal Mortality Ratio (MMR), Infant Mortality Rate (IMR), Immunization achievement, Institutional deliveries, Health and Wellness Centre, Anganwadis with own building, ANC 4 or more check-up, functional FRUs, Golden cards.
Per the DGGI 2.0, Rajouri has been the top performer, followed by Reasi, Shopian, Udhampur, Budgam, Kulgam, Baramulla, Samba, Doda, Srinagar, Kishtwar, Jammu, Anantnag, Ganderbal, Bandipora, Ramban, Kathua Poonch, Kupwara and Pulwama at last.
The production of food grains in the UT does not keep pace with the requirement, as the agriculture sector faces challenges on various fronts. Acknowledging that agriculture and allied services greatly differ from region to region, an attempt has been made to follow proper sub-sector stratification. Only generic indicators have been included to maintain parity and have a sense of cohesion while preparing and finalization of good governance index based on selected indicators.
Eleven indicators have been identified under the Agriculture & Allied Sectors, focusing on output and institutional support like crop insurance, horticulture, milk, meat, poultry, crop production, etc.
As per the report, Srinagar has secured the first position in Agriculture & Allied Sectors, followed by Pulwama, Kulgam, Rajouri, Shopian, Samba, Reasi, Ganderbal, Baramulla, Ramban, Poonch, Kishtwar, Udhampur, Budgam, Doda, Jammu, Anantnag, Kathua, Bandipora, and Kupwara.
