JKHRMS milestone in digital initiatives….?

In a series of digital initiatives launched in the past, JKHRMS is the latest milestone of UT government primarily for the purpose of keeping track of employees who work in various departments and verify their job related details. The objective and goal is there, albeit with ambiguity on crucial aspects with some loopholes in uploading the basic information.

Launched in October this year the site was meant to be beneficial and simple bothways – for employees to maintain track of their job history and to submit their monthly performance reports, property returns and annual performance evaluations on time and same way for the government to access and keep a track on these details of employees, more like a digital service book which among other things facilitates the authorities to keep record on postings and promotions.

For all these vital functional aspects, the site has provisions for seeking all related details and the concerned department has made everything user friendly. However, when it comes to verifying certain basic information, JKHRMS which was launched with much expectations lacks some clauses. This is being pointed out by those who are hit and bitten many times by the bug of backdoor appointments and fake appointment orders, a menace which is prevalent in all sectors.

As pointed out by the employees as well, there is no provision for uploading the details or documents on educational qualifications which is the primary requirement to ascertain whether the employee appointed against a post is well qualified or has the requisite skills for performing the job.

In the same line of error, there is no clause of mentioning the source or body through which the appointment has taken place. Since it has been seen umpteenth times the instances of backdoor appointments having marred the prospects of eligible and deserving, this website should have kept a provision as to through which agency like SSB, SSRB or PSC or which advertisement enabled the employee to get recruited.

For a whole bunch of such justice seekers who have been pushed back because of nepotism or favouritism, it is a big loophole in the website. They feel there is no transparency on verification of details because of a couple of things it lacks and therefore the primary purpose of keeping a track on service details gets derailed. In order to get or have access on accurate and up to date personal and service related data of employees, will the LG government have a relook into these loopholes is the moot question …? Or else it will be relying on wrong data which may surely not be of help to the government, if not the employees.
